But as Benedetti would argue, it is a country built on a human scale. And it has some other truly exceptional things. Uruguay introduced a welfare state at the beginning of the twentieth century, just when many European countries were beginning to do so. It has liberal laws and has drawn much attention by legalising recreational marijuana use. It has been ranked as one of the places with the best quality of life in the Western Hemisphere.
