The characters in one of Mario Benedetti’s novels, meeting at a dinner party in New York, discuss all the things that their country Uruguay does not have. Benedetti pokes fun at this little nation sandwiched between gigantic Argentina and Brazil. But when news of a catastrophe comes through, it turns out that his characters desperately and passionately love el paisito, their ‘little country’, after all. Uruguayans can make fun of themselves, but are still fiercely patriotic (you can watch it all come out on the football pitch).
It is true of course that Uruguay doesn’t have some things. Mountains are one of them, or extremes of wealth and poverty, or a high crime rate, or earthquakes. But as Benedetti would argue, it is a country built on a human scale. And it has some other truly exceptional things. Uruguay introduced a welfare state at the beginning of the twentieth century, just when many European countries were beginning to do so. It has liberal laws and has drawn much attention by legalising recreational marijuana use. It has been ranked as one of the places with the best quality of life in the Western Hemisphere.
Uruguay also has a mild climate, rolling countryside, and beautiful Atlantic beaches. The capital Montevideo is a pocket-sized cultural and intellectual powerhouse (you need to sit in a café and discuss the meaning of life). The cobbled streets and colonial architecture of Colonia del Sacramento are a big draw. In the countryside gauchos still herd cattle and roast tender beef cuts on open fires.
